Settlement Includes $1 million for Affected Workers
Chicago – Attorney General Kwame Raoul today announced a settlement with Alternative Staffing, Inc. (ASI) that resolves allegations the temporary staffing agency entered into a no-poach agreement with other staffing agencies. Once approved by the court, the settlement requires ASI to pay $1 million to compensate affected temporary workers.
“This settlement includes relief for workers who had their wages and job opportunities limited by this unlawful activity,” Raoul said. “My office will continue to enforce laws that protect workers’ rights to fair wages and freedom to seek better employment opportunities.”
In 2022, Raoul’s office filed a lawsuit against a group of six staffing agencies, including ASI and its client, Vee Pak LLC (Voyant Beauty), for entering into a no-poach conspiracy where the agencies refused to solicit or hire each other’s employees. Vee Pak, a manufacturing company, acted as an intermediary between the parties by facilitating communication about the unlawful agreement and assisting with enforcement of the no-poach agreement. Raoul’s lawsuit further alleged that the staffing agencies eliminated competition and harmed temporary workers in Illinois by interfering with their ability to seek better employment opportunities, wages and benefits.
Under the terms of this settlement, which has been submitted to the court for approval, ASI will pay $1 million that will primarily be used to compensate temporary workers affected by the company’s role in the no-poach agreement. ASI must also take steps to ensure that affected workers will be free to work for the employer of their choice. In addition, the settlement requires ASI to implement compliance measures and prohibits the company from engaging in conduct that violates antitrust laws.
The lawsuit remains pending against Vee Pak. In April 2025, the circuit court denied the defendants’ motion to dismiss.
This settlement is the latest in Attorney General Raoul’s ongoing work to protect Illinois workers from no-poach agreements and unlawful business practices. In December 2025, the Attorney General’s office reached a $300,000 settlement with Surestaff LLC, a $275,000 settlement with Staffing Network LLC in November 2025, as well as a $200,000 settlement with Midway Staffing Inc. in June 2025. In December 2023, Raoul’s office reached a $120,000 settlement with temporary staffing agencies American Quest Staffing Solutions Inc. and Creative Staffing Inc.
The settlements with temporary staffing agencies are part of Attorney General Raoul’s ongoing efforts to advocate for workers and combat unlawful employment practices, such as those that restrict employees’ rights and opportunities. Raoul also led a bipartisan coalition of attorneys general acting through federal litigation to oppose no-poach agreements that will impact Illinois workers.
